The goal of the HIV/STD Prevention Program is to prevent the spread of human immunodeficiency virus (HIV) and other sexually transmitted diseases (STDs) by providing leadership and coordination throughout Sacramento County in relation to:
Program staff include a Program Coordinator, Heath Educators, and clerical support. Also, two subcontractors provide education about HIV prevention interventions, counseling, and testing throughout the county:
- Golden Rule Services
- Harm Reduction Services

This program serves the following:
- Men who have sex with men (MSM)
- Injection drug users
- Partners of injection drug users
- Sex industry workers
- Individuals on probation
- People of color
- Alcohol and drug recovery clients
- High-risk youth and young adults
- HIV positive individuals
- HIV/STD service providers
- Youth service providers
- General population
